I.             Call to Order and Quorum Call: Meeting called to order at 6:31pm

Directors Present:

Ralph Brown – President, Unit 7

Wrede Kirkpatrick – Vice-President, Unit 1

Kathy Hofstad - Treasurer, Unit 7

Larry Barroner – Secretary, Unit 3

Cathy James - Unit 2

Chris Carter – Unit 4 (at-large)

II.            Review/Adoption of Minutes:

MM made by Kathy H., 2nd by Wrede to approve the October 24, 2023 RGHOA monthly meeting minutes as presented.  Motion carried unanimously.

MM made by Wrede, 2nd by Kathy H., to approve the November 7, 2023 RGHOA annual organizational meeting minutes as presented.  Motion carried unanimously

 

III.     Committee and Officer’s Reports

A.   Ponds - Trina Dooley – Monthly reports are received at the end of the month from the vendor.  Treatments are working to improve the appearance.  Received positive feedback from homeowner, ponds look better than they have in some time.

 

B.   Parks – Rick Huber – “No Trespassing” signs for the park have been received and will be installed soon.  Riverwatch resident provided a statement/observation to pass on to the board; “they feel intimidated by non-residents in the park” mainly due to illicit activities.

 

C.   Newsletter - Carolyn Austin – None

 

D.   Website - Ralph Brown – None

 

E.   Landscape – Larry Barroner – Received the annual Quality Site Assessment. Continuing to focus on areas of concern.  Another pine tree is declining.  Creeping fig should be completed during the next visit.  Once leak is repaired, flowers will be changed out at the entrances.  The large pipe that was leaking by the large park is owned by Tampa Bay Water (TBW).  Notified by TBW the leak was corrected.

 

F.    Finance/Budget – Kathy Hofstad –

MM by Kathy H., 2nd by Cathy to write off 3 small fee amounts, unit 501120 ($1.35), unit 401255 ($.15), and unit 010123 ($.30). Motion carried unanimously.

 

G.   Riverglen ACC – Ali Houshmand

ACC requests: the committee received seven (7) requests.

MM by Wrede. 2nd by Kathy H., to ratify the ACC approval for items 1 - 7.  Motion was approved 6/1 opposed (Larry).

First Letters: (9) MM by Wrede, 2nd by Kathy H., to accept the recommendation of the ACC for first letters.  Motion carried unanimously.

Second Letters: (9) MM by Wrede, 2nd. by Kelly to accept the recommendation of the ACC for second letters.  Motion carried unanimously.

Attorney Letters: (0) - None

MISC: MM by Ralph, 2nd by Kathy H., to draft another letter to the homeowner of 9607 Glenox since the issue was placed on hold in August.  Motion carried unanimously.

 

H.   Legal: Ralph Brown, Wrede Kirkpatrick, Co-Chairs (Collections/Compliance)

 

Collections:  No Items requiring board vote

 

Compliance:

Item 1. MM by Ralph, 2nd by Wrede, to place a pause in identifying additional compliance issues.  Requested ACC Chair to scrub the previously identified issues from mediation.  If all actions have been corrected, we will resume normal enforcement actions and provide to HOA attorney.  Motion carried unanimously.

Item 3.  MM by Wrede, 2nd by Kathy H., to proceed to mediation.  Motion carried unanimously.

Item 6.  Per ACC placed on hold until January.  Progress in cleanup is occurring.

Item 7.  MM by Ralph, 2nd by Wrede, to hold till the ACC application can be reviewed.  Motion carried unanimously.

Item 8.  MM by Wrede, 2nd by Ralph, to send statutory offer to mediate.  Motion carried unanimously.

 

IV.       Management Report – Angela Parker- GPI

Written reports were submitted and e-mailed to the BOD.

 

V.        Old Business

A.   Online ACC Request (web portal) Update.  MM by Cathy, 2nd by Wrede, to delay releasing the ACC Application on GPI portal site until after GPI software conversion has been completed and validated as functional by the board.  Motion carried unanimously.

B.   Small Park fence damage proposals and update – Vendor has received the panels and will schedule the repair.

VI. New Business

A.   ACC request form revised – Board members must review and provide input to ACC Chair NLT 12 Dec.

B.   ACC Standards revised - Board members must review and provide input to ACC Chair NLT 12 Dec.

C.   ACC paint book revised - Board members must review and provide input to ACC Chair NLT 12 Dec.

D.   Missing light at McMullen Entrance – Requested GPI to request an estimate from vendor.

E.   Brightview irrigation repair – MM by Wrede, 2nd by Kelly, to accept the proposal from Brightview (Job # 341900124) to repair the irrigation system ($2,692.29).  Motion carried unanimously.

F.    Entrance Decorations – MM by Wrede, 2nd by Cathy, to purchase new holiday lights and wreaths for the entrances.  Motion carried unanimously.

G.   December ACC Applications – MM by Wrede, 2nd by Kathy H., in the absence of a December HOA meeting, to allow Ralph to review and ratify ACC decisions regarding applications in leu of waiting till the January meeting.  Motion carried unanimously.

 

       VII.    Homeowner Concerns –

Mike Engel – Homeowner 9608 Glenpointe, commented a concern with communication between GPI and homeowners.  Disappointed in taking over 9 months to resolve fence issue between the board, neighbor, and GPI.
